The OPA is a unified alliance designed to heal the divisions that have fragmented America’s cannabis economy and to build one common sense, science-based regulatory future for all.

Led by Amber D. Lengacher, Steve DeAngelo, and Andrew DeAngelo, bios below, OPA was founded by long-time activists, entrepreneurs, and legal experts who will advocate for a New Way Forward in Cannabis Policy.

Amber D. Lengacher is a long-time cannabis attorney and advocate with nearly a decade of cannabis policy experience. Amber began her journey in cannabis law in 2017 at Vicente LLP, a leading international cannabis law firm based in Colorado.

In 2020, Amber went on to serve first as Licensing  Manager and then Corporate Counsel for leading multi-state cannabis operator, Trulieve. In 2022, Amber founded Purple Circle with the goal of bringing her services to small business in an accessible and affordable way, helping to build an industry that represents the community from which it came. In 2023, Amber joined the Kight Law Office as an associate attorney serving clients in the hemp space.

Steve DeAngelo is a globally recognized cannabis leader, dubbed “The Father of the Legal Cannabis Industry” by Willie Brown, former Speaker of the CA Assembly and Mayor of San Francisco. As a lifelong activist, author, educator, and entrepreneur, he has spent more than a half century on the front lines of the cannabis reform movement.

His political and legislative accomplishments include playing a key role in the passage of:

  • Initiative 59 (Washington D.C.’s medical cannabis law).

  • Prop 64 (California’s adult-use law).

In the industry, he is a notable co-founder of:

  • Harborside (one of the first six licensed dispensaries in the U.S.).

  • Steep Hill Laboratory (the first cannabis analytics company).

  • Arcview Group (the first dedicated cannabis investment network).

  • National Cannabis Industries Association (NCIA) 

A passionate advocate for social justice, he is the Founder of the Last Prisoner Project (LPP), dedicated to freeing all cannabis prisoners worldwide. He is the author of The Cannabis Manifesto, and now brings his leadership to his new role as Co-Founder and Executive Director of the One Plant Alliance (OPA), a coalition focused on unifying the cannabis industry under a single, common-sense regulatory framework.

Andrew DeAngelo has worked with cannabis and hemp for 40 years as an activist and entrepreneur. As an activist, Andrew assisted with passing Proposition 215 in California and then Initiative 59 in Washington D.C, both of which legalized medical cannabis in those jurisdictions. 

As an entrepreneur, Andrew was a co-founder of Harborside Health Center in Oakland, CA and led operations for 14 years. Harborside was one of the first licensed medical cannabis dispensaries in the country and helped pioneer many important innovations (lab testing, accurate labeling) that elevated the safety of the emerging industry. In addition, Andrew co-founded the nonprofit social justice organization Last Prisoner Project and served on the board of directors for 7 years.
